LAUSANNE, SWITZERLAND – Monday was the first day of rubbish collection in Lausanne where the old black bags were not picked up, and collectors say that fully half the bags set out were not the new white taxed garbage bags.
Collectors are putting red stickers on the bags and leaving notices explaining the new system; owners of the black bags are asked to place them in the new bags.
The taxed-bag system kicked in for most of canton Vaud 1 January, but Lausanne left a margin of a few days for people to adapt to the new system, while many villages in the region stopped picking up the old bags the first of January.

Official Vaud taxed garbage bag, available at stores in 17, 35, 60 and 110 litre sizes, for a fee (the bag is identical throughout the canton). Black and gray bags are no longer accepted for collection.
Now, says the city, rubbish owners will be given a few more days to adapt, but then the system will kick in completely and black bags left for collection will be checked for ownership; fines will be assessed for leaving rubbish that doesn’t meet the new regulations.
Lausanne still collects garbage from buildings, while most of communes in Vaud have moved to a system with public containers, with owners delivering their rubbish to these bins.
