Britain’s Labour government was reeling from the shock announcement by the Home (interior) minister, Jacqui Smith, the country’s first woman in that role, that she would resign. Just a day before Britons go to the polls in local and European elections, the government is bracing for a major backlash from voters over a scandal in expense claims by Members of Parliament (MPs).
